Virtualisation of elite conflicts didn`t reduce their intensity

This week the level of interagency increased despite the more legible course for power renewal. Along with that, elite conflicts acquire more virtualized character. It is evident as loud proclamations and interviews when real “warfare” is conducted in the field.

Organizational shifts followed personnel movements in the government. On the one hand, they are of technical character – they fix presidential decrees about state committees and about aligning the status of the head of RF Governmental Office towards vice-premiers. On the other hand, norms in presidential decrees were of “trial balloons” character. Besides, they will promote activation of fight for vicewhar-premier posts that will become key rather than secondary. In particular, the present head of the Federal Security Service Nikolay Patrushev is the most possible deputy head of the government for power structures.

Fight for control under power structures of the lower level is also in action. IC under Ministry of Interior head Aleksey Anichin firstly fixed his position about forming the unified investigative body. Moreover, he underlined his position twice a week. It is important that he is considered to be the favor in heading the new structure. Probably, this is the way Anichin tries to confirm his reputation as a professional far from interagency conflicts which only strengthens his positions in the eyes of authorities.

It is worth mentioning that despite the status of the “deep-dyed” retiree prime-minister Viktor Zubkov demonstrates self-confidence. For example, he lobbied nomination of his protégé Aleksey Savinov for a post of deputy Minister for Agriculture. Along with that he criticized Minister for industry and energy Viktor Khristenko, whose chances to keep his post after 7 May are weakening.

This week the legal space also suffered changes. In particular, the State Duma right in 2 and in 3 readings adopted amendments to the law “About referendum”, that makes plebiscite impossible without Central Electoral Committee permission. The entire looser is CPRF considering the referendum campaign as an efficient way of self-advertisement amid total TV domination of pro-power parties. However this was only the first blow into the “left” positions. In the near future they will be mergered by those parties considering themselves as the second element in bipartisan system.
