Issue No (69) 757April 13 - April 19, 2009 Main tendencies of political weekThe ruling tandem members were increasingly active last week just like the week before but this time Dmitry Medvedev was an absolute leader. After a long break the president again spoke in quite a liberal way, which was noticed by corresponding strata. A media campaign to restore the president’s liberal image started with publication of his interview with Novaya Gazeta and culminated after the transcript of the meeting of the presidential council for developing civil society institutions and human rights was posted on the head of state’s website. The president promised to consider proposals by the meeting participants regarding optimization of law enforcement towards NGOs, which was rather incorrectly interpreted by the mass media. Many journalists and experts rushed to declare that legal norms stipulated by the 2006 law should be canceled, which does not correspond to the president’s words, as he directly pointed to rationalism of the amendments introduced that year. However, in general the campaign reached its target inter alia demonstrating state authorities’ intention to cooperate with constructive part of the liberal camp. This creates another support for the existing political system and improves its stability by incorporating part of the opponents into the system. State authorities are looking for additional support on the party field too. Judging by indirect facts, a campaign has started to ‘promote’ Just Russia as the second dominant party whose representatives opposed United Russia leaders on domestic high rating TV programs. In addition to raising recognition and rating, this project may have another objective – to isolate the communist party that does not always demonstrate intention to cooperate constructively. The beginning of this project seems to be successful because JR representatives won UR opponents in the majority of TV shows. Struggle on the administrative field is not calming down. In particular, Igor Levitin declared about soon merger of the federal air transportation agency and the air navigation service, which will establish a single regulating body in the civil aviation sector. Levitin’s deputy Valery Okulov is likely to become chief of the new entity while rumors about the minister’s dismissal will not be confirmed. The president’s supporters in the judicial branch of power achieved an important victory. The Supreme Court rejected Lyudmila Maikova’s appeal, ex-chair of the Moscow district federal arbitration court, to restore her in the previous capacity; meanwhile Valeria Adamova, who was a student of the same year at the university as the president, was recommended to this post by the higher qualification panel of judges.
