Main tendencies of political week

Last week the tandem members started sending more frequent signals to the elite and the society. To some extent this intensified practice was reflected in toughened rhetoric of the president and the premier. In particular, Vladimir Putin “deprived” the heads of some major state affiliated banks of a summer leave until they implemented the norms, established by the PM, of crediting the real sector of economy. Fears of a possible second wave of the crisis expected this autumn could be behind such a resonant and effective move. Dmitry Medvedev once again reiterated his theses about the necessity for governors to take a more active part in settling the crisis consequences.

Another signal the head of state sent was during a video conference with participants of the Seliger-2009 youth camp. Both the format (a hi-tech video conference instead of an “archaic” visit or a welcome speech in writing) and the content of the event demonstrated that Russia’s modernization was one of the strategic projects of Russian authorities, not some “red herring”. At the same time, the youth and people responsible for the youth policy share such approaches. This is testified to by the format of Seliger-2009 positioned as an innovative gathering.

Meanwhile, attempts to split the tandem did not stop; moreover, they became international last week. In particular, in his interview the US president hinted that he had managed to find understanding with Dmitry Medvedev but Vladimir Putin “had one leg in the past”. It is quite possible that behind this phrase there is quite an obvious hint at Washington’s readiness to support Dmitry Medvedev if he decides to “become independent”. This assumption is supported by an article written by an American political expert published early last week that almost in detail describes the scenario of a takeover of control mechanisms by the Russian president from the PM.
