Issue No (37) 778September 07 - 13, 2009 Main tendencies of political weekInformational lines that are to become backbones of this political season’s agenda became more clearly outlined last week. Dmitry Medvedev’s policy article gave a tone to it, although it will take decades to implement tasks it stipulates. At the same time, the published document is just the first step in implementing a new format of work on the state of the nation address – its next stage will be the president’s speech in Yaroslavl as well as work on the address carried out through a direct dialogue with the population. Thus, the document formed as a result of such a multistage process will represent not only the opinion of the president and his team but in fact it will be the population’s order retransmitted by the head of state to the Russian bureaucracy. With the beginning of a political season attempts to split the tandem have again intensified; and they seem to be more prepared and organized being conducted in different directions simultaneously. Firstly, liberal sociologists signaled Dmitry Medvedev that his rating was approaching the PM’s one while the level of the population’s support to Putin’s was unchanging. Secondly, some observers represented by systemic liberals hinted at a possible split in the tandem; they claimed that basic theses of the president’s address and the PM’s report on prospects of overcoming the crisis at United Russia’s congress would be allegedly opposite. Finally, a new portion of discrediting information about Vladimir Putin was published. The autumn session of the State Duma that de facto started last week will be quite exhaustive and hard for deputies. Their future activities can be divided into three groups of topics. Firstly, this is a budget draft: debates around this document will be quite excited even in the State Duma because state authorities have different views on the possibility/impossibility of overcoming the crisis. Secondly, debating the president’s initiatives submitted during the summer holidays. Finally, this is the beginning of implementation of the president’s address.
