
In spite of dramatic worsening of relations with the West, the subject of climate has not vanished from Russian economic plans. Environmental issues have even topped the list of declared problems.
About these subjects bureaucracy have grown over the last few years who have turned them into a source of growth in their own bureaucratic weight.
The environmental and climate agenda means, among other things, the forming of money flows channelled into solving these problems, and this money needs administration. Therefore, it is very, very difficult to abandon it. Even plans to introduce carbon payments in Russia are discussed again.
While the CBAM mechanism that Europe was preparing was the main bugbear earlier, attention has switched to countries in the “Global South” now. Though their intentions to take account of carbon emissions in transboundary trade are exaggerated, this has become a good argument to promote climate theses.
Suggestions have also been made that a common just climate policy should be worked out in BRICS, which is understandable: one needs to give meaning to the autumn summit in Kazan.
